Gulf oil spill settlement payment offers rise to $4.4 billion

The administrator of last year's civil settlement between BP and thousands
of victims of the 2010 Gulf of Mexico oil spill said Wednesday he has now
offered $4.44 billion in payments to claimants, up about $470 million from
