The city of Jackson faces a half billion dollars in water and sewer infrastructure investment, most mandated by the federal Environmental Protection Agency. Over the years, city engineers have blamed Jackson’s noxious Yazoo clay as one of the chief causes of water and sewer leaks. The clay, which expands and contracts, puts stress on the pipes causing them to crack and reducing their lifespan.
